　　On June 20, 2019 local time, General Secretary of the Central Committee of the Communist Party of China (CPC) and President Xi Jinping held talks with Chairman of the Workers' Party of Korea (WPK) and Chairman of the State Affairs Commission Kim Jong Un of the Democratic People's Republic of Korea (DPRK) at the Kumsusan Guesthouse in Pyongyang. Both sides agreed that the two countries should stay true to their original aspirations and join hands to create a bright future of inter-party and inter-state relations at a new starting point in history.

　　Xi Jinping pointed out that since the beginning of last year, Comrade Chairman and I had met four times, opening a new chapter for China-DPRK relations and forging a profound friendship. I appreciated Comrade Chairman Kim Jong Un for holding the grand and rousing welcome ceremony, and I could feel the family-like friendship between the two peoples all along the way from the airport to the Kumsusan Guesthouse. This year marks the 70th anniversary of the establishment of China-DPRK diplomatic relations, and bears great significance as it allows the two Parties and two countries to build on past achievements and continue to forge ahead. I met with Chairman Kim Jong Un in Pyongyang again. My visit is aimed at consolidating and carrying forward the China-DPRK traditional friendship and advancing the political settlement process of the Korean Peninsula issue. It is believed that China and the DPRK, by taking the opportunity of the visit, will jointly blueprint a bright future of the bilateral relations and open a new chapter of the China-DPRK friendship.

　　习近平指出，去年以来，我和委员长同志4次会晤，书写了中朝关系新篇章，并结下了深厚友谊。感谢金正恩委员长同志为我这次访问举行的隆重而热烈的欢迎仪式，我今天从下飞机到抵达住处，所到之处无不感受到中朝一家亲的浓厚氛围。今年是中朝建交70周年，在两党两国关系发展史上具有承前启后、继往开来的重要意义，我又同金正恩委员长在平壤会面。我这次是为巩固传承中朝友谊而来，为推动朝鲜半岛问题政治解决进程而来。相信以这次访问为契机，我们一定会共同擘画中朝关系美好未来，共同开启中朝友谊崭新篇章。

　　Xi Jinping stressed that by reviewing the development of China-DPRK relations, an insightful conclusion can be drawn that it is the essential attribute of China-DPRK relations that both are socialist countries adhering to the leadership of a Communist party. Shared ideals, beliefs and goals are the driving force of bilateral relations, the continuous friendship between and strategic guidance by top leaders are the greatest strength, and the geographical proximity and cultural affinity offer a sturdy bond. We firmly believe that the China-DPRK friendship accords with the aspirations of both peoples, the fundamental interests of both countries and the development trend of the times. It is also a strategic choice made by the two sides with a long-term and overall perspective and will not waver due to changes in the international situation.

　　习近平强调，回顾中朝关系历程，可以深刻认识到：坚持共产党领导的社会主义国家是中朝关系的本质属性；共同的理想信念和奋斗目标是中朝关系的前进动力；最高领导人的友谊传承和战略引领是中朝关系的最大优势；地缘相亲和文缘相通是中朝关系的牢固纽带。我们坚信，中朝友谊符合两国人民心愿，符合两国根本利益，符合时代发展潮流，也是双方着眼长远大局作出的战略选择，不会因国际风云变幻而动摇。

　　Noting that China-DPRK relations have now entered a new historical period, Xi Jinping said that the CPC and the Chinese government attach great importance to the friendly and cooperative relations between the two countries, and that it is a steadfast policy of the CPC and the Chinese government to maintain, consolidate and develop China-DPRK relations. In face of the profound and complex changes on the global and regional landscapes, China and the DPRK should strengthen high-level contact to guide the development of China-DPRK relations. I am ready to maintain close exchanges with Chairman Kim Jong Un to consolidate mutual political trust and hold firmly the general direction of bilateral relations. The two sides should reinforce strategic communication and exchange views on major issues in an in-depth and timely manner, so as to create a favorable environment for the development of both countries. The two sides should expand practical cooperation to bring more benefits to both peoples. The Chinese side is willing to work with the DPRK side to deepen exchanges of experience and mutual learning in state governance and administration between the two Parties and the two countries, and boost cadre training and personnel exchanges in economic and well-being areas. The two sides need to deepen friendly exchanges to lay a solid foundation for further consolidating and developing the China-DPRK friendship. The Chinese side is ready to work with the DPRK side to continue to implement the plan for commemorating the 70th anniversary of diplomatic relations, and conduct exchanges and cooperation in such fields as education, health, sports, media and youth as well as at local levels, so as to carry forward the traditional China-DPRK friendship and improve the well-being of both peoples.

　　习近平表示，当前，中朝关系已经进入新的历史时期。中国党和政府高度重视中朝友好合作关系，维护好、巩固好、发展好中朝关系，始终是中国党和政府坚定不移的方针。面对国际和地区形势深刻复杂演变，双方要加强高层交往，为中朝关系发展引领航向。我愿意同金正恩委员长保持密切交往，巩固政治互信，牢牢把握中朝关系发展大方向；双方要加强战略沟通，及时就重大问题深入交换意见，为两国发展营造良好环境；双方要拓展务实合作，为两国人民带来更大福祉。中方愿同朝方深化两党治国理政经验交流互鉴，加强双方经济民生领域干部培训和人员往来；双方要深化友好交流，为中朝友谊巩固发展打牢根基。中方愿同朝方继续落实好建交70周年纪念活动方案，开展教育、卫生、体育、媒体、青年、地方等领域交流合作，弘扬中朝传统友谊，增进两国人民福祉。

　　Kim Jong Un expressed a hearty welcome to General Secretary Xi Jinping's state visit to the DPRK on behalf of the WPK, government and people of the DPRK. Comrade General Secretary's visit to the DPRK at the 70th anniversary of the establishment of bilateral diplomatic relations in spite of a busy schedule represents the huge encouragement and political support for the WPK, government and people of the DPRK, and carries great significance in the history of DPRK-China relations. Today, more than 250,000 people flocked to the streets in Pyongyang to warmly welcome Comrade General Secretary. Under current circumstances, Comrade General Secretary's visit helps review the past 70 years of DPRK-China relations, envisage the future of bilateral relations, and demonstrate to the world the unbreakable traditional friendship between the two countries. I fully agree with the insightful analysis and future plan Comrade General Secretary made on bilateral relations. It is an unswerving policy of the WPK and the DPRK government to carry forward the DPRK-China friendship from generation to generation. I highly value the profound friendship I have formed with Comrade General Secretary, and attach great importance to the important consensus I have reached with Comrade General Secretary. I am willing to take Comrade General Secretary's visit to the DPRK as an opportunity to further strengthen strategic communication between the two sides, deepen friendly exchanges in various areas, and constantly lift DPRK-China relations to new heights.

　　Kim Jong Un said that as this year marks the 70th anniversary of both the establishment of DPRK-China diplomatic relations and the founding of the People's Republic of China, the DPRK side is ready to hold extensive and warm celebrations with the Chinese side. At present, the WPK and people of the DPRK are making every effort to implement the new strategic line, and the DPRK side is willing to learn more from China's experience and practices and actively endeavor to develop the economy and improve people's livelihood.

　　金正恩说，今年是朝中建交70周年和新中国成立70周年的双喜之年，朝方愿同中方一道，举行广泛而热烈的庆祝活动。当前，朝鲜党和人民正全力贯彻落实新战略路线，朝方愿多学习中国经验做法，积极致力于发展经济、改善民生。

　　Xi Jinping spoke highly of the DPRK side's efforts to safeguard peace and stability on the Korean Peninsula and promote the denuclearization of the Peninsula. Xi Jinping pointed out that the situation of the Korean Peninsula concerns regional peace and stability, and that a bright prospect of resolving the issue through dialogue has appeared over the past year, which has gained the recognition and raised expectations of the international community. The international community generally hopes that talks between the DPRK and the United States will move forward and bear fruit.

　　习近平积极评价朝方为维护半岛和平稳定、推动半岛无核化作出的努力。习近平指出，朝鲜半岛形势关乎地区和平稳定，过去一年半岛问题重现对话解决的光明前景，赢得了国际社会认同和期待。国际社会普遍希望朝美谈下去并谈出成果。

　　Xi Jinping stressed that the Korean Peninsula issue is highly sensitive and complex, and a strategic and long-term perspective is needed to accurately guide the evolution of the situation and effectively maintain peace and stability on the Peninsula. The Chinese side supports propelling the political settlement process of the Korean Peninsula issue as well as building up conditions for its resolution. The Chinese side is willing to provide assistance within its capacity for the DPRK side to address its legitimate security and development concerns, strengthen coordination and cooperation with the DPRK side as well as other relevant parties, and play a positive and constructive role in achieving the denuclearization of the Korean Peninsula and long-term stability in the region.

　　Kim Jong Un introduced his view on the current situation of the Korean Peninsula, saying that over the past year, the DPRK side has taken many active measures to avoid tensions and control the situation on the Korean Peninsula, but has not received positive responses from the party concerned, which the DPRK side does not want to see. The DPRK side is willing to stay patient, and hopes that the relevant party will meet the DPRK side halfway to seek solutions that accommodate each other's legitimate concerns and push for results from relevant dialogue process. The DPRK side highly appreciates the important role played by the Chinese side in solving the Korean Peninsula issue, and is ready to continue to strengthen communication and coordination with the Chinese side to strive for new progress in the political settlement of the issue and safeguard peace and stability on the Peninsula.

　　金正恩介绍了对当前半岛形势的看法，表示过去一年多来，朝方为避免局势紧张、管控半岛局势，采取了许多积极举措，但没有得到有关方的积极回应，这是朝方不愿意看到的。朝方愿保持耐心，同时希望有关方同朝方相向而行，探索符合各自合理关切的解决方案，推动半岛问题有关对话进程取得成果。朝方高度评价中方在半岛问题解决过程中发挥的重要作用，愿继续同中方加强沟通和协调，努力推动半岛问题政治解决取得新进展，维护半岛和平与稳定。
