On August 13-14, the Ministry of Commerce held the National Border Economic Cooperation Zone and Cross-border Economic Cooperation Zone Work Meeting & “Small Groups” Rolling Development on-site Meeting in Pingxiang, Guangxi. The responsible comrades of the Department of Foreign Investment of the Ministry of Commerce and the Department of Natural Resources Exploitation and Utilization of the Ministry of Natural Resources attended the meeting and delivered speeches. The responsible comrades of the commercial departments of seven border provinces (regions) including Inner Mongolia, Liaoning, Jilin, Heilongjiang, Guangxi, Yunnan, and Xinjiang, 19 border and cross-border economic cooperation zones and the Export-Import Bank of China attended the meeting.

　　8月13-14日，商务部在广西凭祥召开全国边合区、跨合区工作会议暨“小组团”滚动开发现场会。商务部外资司、自然资源部自然资源开发利用司负责同志出席会议并讲话。内蒙古、辽宁、吉林、黑龙江、广西、云南、新疆等7个沿边省（区）商务主管部门及19个边境、跨境经济合作区及中国进出口银行相关负责同志参加会议。

　　Guided by the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the meeting fully implemented the spirit of the 19th CPC National Congress and the second and third plenary sessions of the 19th CPC Central Committee. It also implemented the strategies of the Party Central Committee and the State Council to form a new pattern of comprehensive opening-up, strengthen border defense and boost the border regions and make their people to benefit. Based on the central work requirements of commerce, the meeting reviewed and summarized the development achievements and experience of the border and the cross-border cooperation zones, and studied the key work of the next stage. In accordance with the Notice of the Ministry of Commerce and the Ministry of Natural Resources on Promoting Border Economic Cooperation Zones to Explore the Rolling Development of Small Groups and Teams, the meeting studied and arranged the work of the rolling development of small groups and teams in border cooperation zones. The representatives of the meeting visited the relevant industrial groups and teams in the Pingxiang Border Economic Cooperation Zone. The relevant provincial (regional) branches of the Export-Import Bank of China carried out policy finance matchmaking activities with the border and cross-border cooperation zones.

　　会议以习近平新时代中国特色社会主义思想为指导，全面贯彻党的十九大和十九届二中、三中全会精神，落实党中央、国务院关于推动形成全面开放新格局以及强边固防、兴边富民的战略部署，围绕商务中心工作要求，回顾总结了边合区、跨合区的发展成绩和经验，研究了下一阶段重点工作。按照《商务部自然资源部关于推动边境经济合作区探索“小组团”滚动开发的通知》要求，研究布置了边合区“小组团”滚动开发有关工作。会议代表现场观摩了凭祥边境经济合作区有关产业组团，中国进出口银行有关省（区）分行与边合区、跨合区开展了政策性金融对接活动。

　　The meeting emphasized that border and cross-border economic cooperation zones are important platforms for China to deepen cooperation with neighboring countries and regions, are the important support for economic and social development of the border areas, and are the important protective screen to ensure border and homeland security. They are becoming the pioneers and vanguards of the Belt and Road Initiative. The open development of border and cross-border economic cooperation zones is a vivid practice of China's reform and opening up and has achieved remarkable results. In the new era, border and cross-border economic cooperation zones should further enhance their development and expand new space for open cooperation. The rolling development of “small groups and teams” is an important way for the border cooperation zones to give full play to the advantages of border areas, cultivate industries with characteristics and advantages, intensively utilize resources, and achieve open and innovative development. It should be set as the priority of the next stage. All parties should pragmatically set goals, elaborate implementation plans, improve mechanism and policy guarantee, timely summarize and promote experience and continuously advance it step-by-step in a planned way.

　　会议强调，边境、跨境经济合作区是我国深化与周边国家和地区合作的重要平台，是沿边地区经济社会发展的重要支撑，是确保边境和国土安全的重要屏障，正在成为实施“一带一路”战略的先手棋和排头兵。边境、跨境经济合作区开放发展是中国改革开放的生动实践，取得了显著成绩。在新时代，边合区、跨合区要进一步提升发展水平、拓展开放合作新空间。“小组团”滚动开发是边合区充分发挥沿边区位优势，培育特色优势产业，集约利用资源，实现开放创新发展的重要途径，要作为下阶段工作重点，务实确定目标，精心编制实施方案，健全机制政策保障，及时总结推广经验，有计划、有步骤地持续推动。
