Xi Jinping Attends the 5th Meeting of the Three Heads of State of China, Russia and Mongolia

　　On June 14, 2019 local time, President Xi Jinping co-chaired the 5th Meeting of the Three Heads of State of China, Russia and Mongolia with President Vladimir Putin of Russia and President Khaltmaa Battulga of Mongolia in Bishkek. The three heads of state summarized the trilateral cooperation outcomes and discussed the overall plan for the next phase.

　　Xi Jinping stressed that China, Russia and Mongolia live side by side, and are good neighbors linked by mountains and rivers and good partners helping each other through difficulties. Conducting trilateral cooperation has inherent geographical advantages and profound traditional accumulation. Since the 4th meeting of the heads of state of the three countries in Qingdao last June, the three sides have maintained close communication and coordination, and the trilateral cooperation has been gradually deepened.

　　Xi Jinping pointed out that this year marks the 70th anniversary of the establishment of China-Russia and China-Mongolia diplomatic relations, and the Chinese side will hold celebrations with the two countries respectively. China-Russia-Mongolia cooperation will embrace new opportunities. Against the backdrop of rising protectionism and unilateralism, the three countries need to firmly promote regional cooperation and achieve common development. The three sides should focus on the alignment of the three countries' development strategies, promote comprehensive cooperation in all fields, and jointly release the positive signal of maintaining multilateralism and creating an open world economy.

　　Xi Jinping put forward three suggestions on promoting trilateral cooperation. First, we need to lead trilateral cooperation strategically. We should deepen political mutual trust, increase mutual support, respect each other's core interests, and strengthen coordination and cooperation in international and regional affairs. Second, we need to drive trilateral cooperation with key cooperation. The three sides should promote the implementation of cooperation projects within the framework of the China-Mongolia-Russia Economic Corridor, promote customs facilitation measures among the three countries, propel upgrading and transformation of major ports, and deepen sub-national cooperation. Third, we should expand coordination and cooperation within the framework of the Shanghai Cooperation Organization (SCO). The SCO has played a more prominent role in maintaining regional security and stability and promoting the development and prosperity of all countries. More and more countries hope to strengthen cooperation with the SCO. It is hoped that the Mongolian side will give full play to its advantages, take an in-depth participation in SCO cooperation, share more opportunities for regional cooperation and promote trilateral cooperation among China, Russia and Mongolia in a more effective manner.

　　Vladimir Putin noted that the Russian side is committed to deepening trilateral relations among Russia, China and Mongolia on the basis of mutual respect, equality and mutual benefit, and is ready to step up cooperation to promote the synergy between the Eurasian Economic Union, the China-proposed Belt and Road Initiative, and Mongolia's Prairie Road development initiative. The three sides should enhance inter-connectivity in transportation, expand trade, and bolster cooperation in energy and finance.

　　Khaltmaa Battulga expressed that it is Mongolia's unswerving policy to deepen the friendly cooperative relations with China and Russia. The Mongolian side is committed to pushing forward the trilateral cooperation under the frameworks of the Mid-term Roadmap for Development of Trilateral Cooperation among China, Russia and Mongolia and the construction of the China-Mongolia-Russia Economic Corridor. The three sides should set up institutional arrangements so as to accelerate the construction of a network of cross-border highways, facilitate customs clearance, strengthen energy cooperation, and discuss the construction of regional power grids.
