MOFCOM Decides to Initiate an Expiry Review on the Anti-dumping Measures Applicable to Imports of Perchloroethylene Originating in the EU and the US

　　商务部决定对原产于欧盟和美国的进口四氯乙烯所适用的反倾销措施进行期终复审调查

　　The Ministry of Commerce of the People’s Republic of China released Announcement No. 21 of 2019 on May 30, deciding to initiate an expiry review on the anti-dumping measures applicable to imports of perchloroethylene originating in the EU and the US. At present, the anti-dumping duty applicable to the EU companies is 27.6%, and that to the US companies is 71.8%.

　　商务部于2019年5月30日发布本年度第21号公告，决定对原产于欧盟和美国的进口四氯乙烯所适用的反倾销措施进行期终复审调查。目前欧盟公司适用的反倾销税率为27.6%，美国公司适用的反倾销税率为71.8%。

　　On March 29, China’s perchloroethylene industry applies to initiate an expiry review on the anti-dumping measures applicable to imports of perchloroethylene originating in the EU and the US while continuing the anti-dumping measures. MOFCOM held that the application conforms to the condition for filing a case and decided to carry out the investigation. According to the Anti-dumping Regulations of the People’s Republic of China, it is decided after the review that if the termination to collect anti-dumping duties may lead to the continuance or re-occurrence of subsidies and damage, the period for the collection of anti-dumping duties may extend accordingly.

　　2019年3月29日，中国四氯乙烯产业申请对原产于欧盟和美国的进口四氯乙烯所适用的反倾销措施进行期终复审调查，并继续维持该反倾销措施。商务部审查后认为该申请符合立案条件，决定立案调查。根据《中华人民共和国反倾销条例》的规定，经复审确定终止征收反倾销税有可能导致倾销和损害继续或者再度发生的，反倾销税的征收期限可以适当延长。
