The Chinese Representative Calls for Safeguarding Multilateralism and Building a World of Lasting Peace and Universal Security

　　On October 11, 2018, Head of the Chinese delegation to the First Committee of the 73rd Session of the United Nations (UN) General Assembly and Director-General of the Department of Arms Control of the Foreign Ministry Fu Cong called on the international community to join hands to safeguard multilateralism and jointly cope with challenges to international security at the UN General Assembly.

　　In his speech at the General Debate of the First Committee of the UN General Assembly for disarmament and international security affairs, Fu Cong expressed that today's world is undergoing major development as well as profound transformation and adjustments. The world wants peace, not war, and cooperation, not confrontation. This has become the common aspiration of the international community. At the same time, the Cold-War mentality and power politics have become even more outdated, and unilateralism and protectionism will get nowhere. The international community needs to work together to uphold the rules-based international order.

　　Fu Cong said that to build a community with a shared future for mankind and a world of lasting peace and universal security, the international community should make joint efforts to this end. First, we should uphold international order, firmly uphold the international order based on the purposes and principles of the UN Charter, pursue a vision of common, comprehensive, cooperative and sustainable security, bridge differences and resolve disputes through consultation and dialogue, and accommodate the legitimate security concerns of every country, so as to achieve common and universal security. Second, we should adhere to international rules and norms, uphold the authority and sanctity of the existing international rules and norms, and reject double standards, selective application of rules and placing domestic law above international law. Third, we should advance global governance, bear in mind the new security situation, bring creativity into full play, and enhance communication and consultation so as to make the global security governance system fairer, more equitable and effective.

　　Fu Cong stressed that China will stay true to the path of multilateralism, firmly uphold the existing disarmament machinery, and actively promote global security governance. No matter how the international situation may change, China will always stay committed to peace and development, and join hands with all countries to safeguard multilateralism and enhance international cooperation to make positive contributions to jointly building a world of lasting peace and universal security and to promoting the lofty cause of world peace.

　　2018年10月11日，中国出席第73届联大一委代表团团长、外交部军控司司长傅聪在联大呼吁国际社会携手维护多边主义，共同应对国际安全挑战。

　　傅聪在联大负责裁军和国际安全事务的第一委员会一般性辩论发言中表示，当今世界正经历大发展大变革大调整。要和平不要战争，要合作不要对抗，成为国际社会的共同呼声。同时，冷战思维、强权政治愈发陈旧落伍，单边主义、保护主义只能四处碰壁，基于规则的国际秩序需要国际社会携手维护。

　　傅聪说，为构建人类命运共同体，建设持久和平、普遍安全的世界，国际社会应共同作出努力。首先，维护国际秩序，要坚定维护以联合国宪章宗旨和原则为核心的国际秩序，秉持共同、综合、合作和可持续的安全观，以协商化分歧，以对话解争端，照顾各国在安全领域的合理关切，实现共同和普遍安全；其次，坚持国际规则，要维护现有国际规则的权威性和严肃性，反对采取双重标准，随意取舍或选择规则，甚至将国内法凌驾于国际法之上；第三，推进全球治理，要结合安全领域新形势，发挥创造性思维，加强沟通协商，推动全球安全治理体系朝着更加公平、合理、有效的方向发展。

　　傅聪强调，中国将坚持走多边主义道路，坚定维护现有裁军机制，积极推进全球安全治理。无论国际形势如何变幻，中国都将致力于和平发展，同各国携手努力，维护多边主义，加强国际合作，共同建设持久和平、普遍安全的世界，为促进人类和平的崇高事业作出积极贡献。
